PLS was founded in 2001 by Luis Perches, who began his career as an electrical engineer, becoming an appraiser a few years later and ultimately founded a best-in-class. right of way company. Mr. Perches also served a term as Vice-President of Real Estate for METRO-Houston, Texas. PLS strongly believes in thorough planning, budget analysis, schedule, cost and quality control, but above all, we believe communication and understanding our clients is the key to our success.
